The core application is only at -3, so it's not terribly difficult for a skilled combatant.

Using a stamp kick as a finisher (stamp kick to the face or skull) means you're hopefully using it against a stunned, prone opponent, who is at -7 to defend and can't retreat. At that point, giving him +2 to defend by using Telegraphed attack is probably a good idea, and that means you're only at -4, even if you haven't studied any techniques. A skilled combatant (Brawling or Karate-14) pulls that off half the time, even while defending himself. Again, seems pretty legit to me.

Seems a decent move if you're not good to do a neck stamp. If you don't just get torso anyway, you may well be able to cripple something. Hitting anywhere but the torso is mostly favorable with crushing damage (aside from the chance to get Vitals).

Probably best to take the 'whatever target presents itself' perspective rather than the 'random' perspective on that random hit location, though.

I meant mostly against a standing opponent. The random chances between either leg, and either foot, seem like a small (but not zero) difference.
(I don't think the groin should be a legal random target in this case; if it is - all the better!)

I'd just roll for a random leg and then roll on the leg sub-location table. You ought to be able to hit the knee, for instance.
