Also IIRC these things were being fired at large groups of chaps. So you likely to miss and hit a 'wrong' target.
They were also more designed to disrupt up tight formations and scare horses. So I'd make it unaimed attacks, with a chance of attacking other potential targets on a miss. However I'd probably ask for dodges at a slight pen to be declared before hits are worked out, and have dodges disrupting tight formations. And fright checks for horses / elephants etc not used to them. But yeah this isn't something you fire at a man, you fire it at an army. Alternatively you probably don't need to make it unaimed at skill 9 anyway. I doubt anyone has a high skill in it, give it an acc of 1, and its going to be really low chance of hitting any more than few yards anyway even firing at a large group and with a ROF bonus. I have many doubts about the wisdom of activating a whole bunch of explosive rockets inside a confined space.

The rockets stated in Low-Tech are TL3.
The rockets in Empire- Total War are TL4. I don't see a problem for using Rof rules for a TL4 rocket attack. |

Yep. Same goes for TL5 rockets. There are plenty of reports available from 18th C British experiments in India.
