My tentative solution that I've come up with for any powers (including psi, but also cyber and biomods) whose function can be duplicated by (attainable by the PCs) gear is to charge 1/5 the points for it. My telepathy that can read your thoughts still costs the same amount, but throwing up a psi shield as powerful as a set of clamshell armor gets substantially cheaper.
