I think that more to do with how GURPS stat Low tech bows more than the inherent removal of the wielder ST from the system.

Your still using your ST to pull a ST14 bow in Low tech (or a 98lb pull bow from pyramid).

Its more true for Crossbows though where the Wielders St is more removed from direct input by certain mechanisms.

But ultimately I tend not to view WM as replacing a few points in Striking ST, but more a general "more deadly than someone with out it" advantage for what ever esoteric cinematic justification you fancy.

Then that's a specific rules exemption.
