Cheats and One Shot Items

So my playgroup was wondering, can Cheat cards be used with one-shot items? and more specifically, if they can, would you be able to cheat "The Smoke That Strangles" on a monster that isn't level 5 or below?

No, you can not use Cheat! with one-shot Items.
