Pyramid #3/61: Way of the Warrior

My apologies for the necromancy, but I've been tweaking the Martial Artist for my solo DF game/testbed and was curious about the interactions of Chi Blast with a few factors. First should ST purchased with Unarmed Only -40% be factored in when deciding on Chi Blast's maximum damage*? Additionally, do Inner Alchemy and Mr. Pushy apply to attacks made with Chi Blast? The latter states it can "turn any Karate strike into a shove," and as the various Chi Blasts are strikes using the Karate skill, this certainly seems to follow... but was this the intent, and would allowing it be unbalanced?

*I'm actually recreating Chi Blast (primarily Flying Fists) using Natural Weapons from Pyramid #3/65, with some guidance from this build, meaning the attack actually has a built-in ST-Based Enhancement, but the question remains - are Chi Blasts meant to count as "Unarmed?" I could see it going either way...
