Another consideration about software Complexity:

The earliest one gets software tools is TL6. At TL6, the 'best of the TL' bonus is +3, which goes beyond the +2 bonus of Complexity 7 ($1M at TL6-7) programs. However, TL6 and TL7 only allow up to C7 software, even though at this point best-of-TL is better than Fine. That seems like a roundabout indication that at some point, accountants stop asking for more RAM/CPU for their spreadsheets, and likely taper off at C7.
