Pretty much what the title says. It's the same sort of thread as GURPS Modern Folks, just with different parameters (EDIT: OK, it's more like the Ordinary People thread, since these are characters and those are templates; you can post either, but it's meant for characters). Note that I'm including Power Talents and Power Perks among 'abilities', but not skills, or Perks that are not powers themselves (e.g. Skill Adaptation to make True Sight a Per-based skill would not count as a Psionic Ability, because it's not a power, it's just an adjustment in the way a character was trained).

The template she's based on is taken from GURPS Cops p45, with minor modifications to update the edition and era, and personalize & empower the character. She's a non-setting-specific version of a character from my Five Earths setting (linked in my .sig). His Patron would have a higher Frequency of Appearance if he still lived in the town where his father is a judge, but he wanted to go to the big city. He serves as an example of a rather petty sort of evil telepath that PCs might have to deal with. He could be anywhere from a speedbump to a serious inconvenience, and could be made massively troublesome with just an increase to his intelligence, or other mundane traits, and perhaps dropping his Alcoholism. If I were less tired, I'd write up another, but the concept is very simple: Imagine an otherwise-ordinary eight-year-old with Pyromania, and the Ignition perk from Psionic Powers p56 (boxed text): the ability to set reasonably flammable things (like homework) on fire with a touch.
