Green Berets, in US military parlance, are any Army personnel who are Special Forces qualified. It's a qualification required for entry into other specific units, such as Delta (you need either Special Forces or Rangers qualifications).
Such troops can be tasked with any TDY by JSOC, so you could easily form a special unit and have them do whatever you want. In the campaing in which I am currently playing, our GM has taken the basis that the US is further involved in the war on terror and stretched even further with things not going quite so well. As such, Delta has been expanded to another team (our team, Team 7). It comprises 4 US members (1 NPC), 1 Brit (SAS) and 1 Aussie (SAS) reflecting the coalition. My character is female - a former FBI HRT operator with a hell of an interesting story. Essentially, pressed for qualified members (the pass rate to enter Delta is incredibily small) the US is looking at allow female combatants. My Captain (actually, now a Major but "season 2" of the campaign hasn't started yet so she's yet to appear as the Major) provides for an immense amount of interesting role playing far beyond the simple mission shoot 'em up. It's challenging and very interesting and fun to play, actually. Anyway, you could easily form a unit reporting directly to JSOC and write up any background you like as to why it's happening. You can be as realistic or not as you please. We've gone for a very realistic approach and then tempered that with the special need story line and then applied very high point level characters (Major Walsh is a 600pt character under 4th ed - was less under 3rd) for a cinematic feel (without actual cinematic skills as such). Don't feel restricted.
