I'm not sure to what purpose, though. Where does setting a definition of "more than -10 means you can't defend" get you? Presumably you mean native penalties not accrued penalties, since otherwise Feint and Deceptive Attack can turn into automatic ways to bypass defenses, given enough skill. Or a defender in a bad spot (used Move and Attack and then got stunned for a total -6, so use DA -4 to hit and he gets no defense.)
