Another way to price this is as the longest possible cycle, with a limitation to reflect the fact that it may not run to completion. The cyclic gets "cured" by the lack of the attacker continuing to attack. To get really precise, you'd want to weight the various lengths up to the max by their probability of actually getting used (somewhat like Variable), to come up with this cost of this variable Duration.
Stacking is simply Cumulative.

Or, you know, just dodge/block/parry the carrier attack. Waiting until the last second to hope you don't miss and that your target doesn't use an active defense is never a good plan. That, and your target is likely to be dead long before you can build excessive damage that way.
