Anyway as of current law, killing someone to save many is illegal. If you shoot down a nuclear missile headed for NY with a baby on board? Illegal. However it CAN mitigate it in some jurisdictions, which might bring it out of murder territory. That said, I doubt THS has the same laws. If they did anti-missile systems would be pretty trivial to circumvent or they would need to be AI free. Neither is really an acceptable option.
Ultimately this is a question for the GM. Hire a lawyer, do a research roll or land a Law roll and you can get answer.
