Since it says you can discard a Power card, and not a Power, I'm going to rule that it doesn't matter if the card is in play or in your hand. I'm fairly certain I've either ruled that in the past, or allowed that to be implied (which I try not to do too often) by not contradicting someone else's post. If it's the latter, I'm going to rectify that here.
