I'd say the listed weight is for a standalone system. When adding them to armor I'd let you take the weight savings for Integrated Gadgets, but it's probably going to be small compared to the total weight of the armor.

Radar Steal and Chameleon can definitely stack, unless it's a setting decision that they can't. It certainly doesn't break the rules to stack them.

IDHMBWM, but I'd say the Deceptive Radar Jammer works by sending out confusing radar signals, while Radar Stealth works by ensuring that no radar signals head back to the receiver. I would probably make them either/or. But hey, maybe the deceptive jamming is more effective if your default radar cross-section is lower... For simplicity I'd probably still say either/or. Part of a decent jamming system is ensuring that your default radar reflective is adequately compensated for by the jamming signal.
