Really, GURPS Horror is invaluable, as I'm sure you're well aware. Victorians feared sex, madness, and ancient things that their shiny new world could neither understand or defeat. Mixing as many of these as possible makes it even better. Underlying all of this is the concept of taint, in the sense of evil that's imprinted deep into the flesh. Sexy vampires were just as popular in Victorian London as today, albeit in a more icky form.
One place that Victorians generally didn't look for scare is in modernity and technology. We recognize Frankenstein and Dr. Jekyll as early mad scientists, but Victorians were much more worried about the past then the future. So including steampunk killer robots or the like introduces a very different feel, which may or may not be good.
