It was introduced in Psionic Powers (p. 20) and it's reprinted in Power-Ups 4: Enhancements (p. 21). A certain optically-challenged cartographer might have had something to do with its introduction back then.

Last I read the cost in DF was $25/point rather than the choice of $33 for a new item or $20 for a used one. Are my copies of DF1, DF2, and DF4 somehow in error?
