No. But I wasn't assuming Unhealing and Regrowth. To clarify I meant that those without Unhealing should be able to heal the HT loss, those without Unhealing and Regrowth should definitely be able to heal the HT loss.

I can't think of any R.A.W. example of regaining lost Stats, except from age resets fixing those lost purely from aging.
That's a shaky precedent, but better than nothing, I guess.
