The Munchkinomicon Card

The rules for this 15-card booster state that the Munchkinomicon card starts on top of the treasure deck...so the first person to get a treasure will get it. Does this card get distributed during the initial dealing of 4 doors/4 treasures cards... Or would the first person to kill a monster and get treasures take that card?
