FFW - each battle is done until both sides break off, they are not done in discrete chunks of time per se, but movement is in terms of weeks, and resupply is done in a time scale that is definitely not "minute by minute". The point however, is that BOTH are fleet actions, and that one battle fought to conclusion via FFW, would be the same as one battle fought to conclusion in High Guard. Both would have ships retreating (or not) to lick their wounds (or not) in the same fashion. Both take 1 week to exit jump space, so even strategic combats are on the same scale. The only real difference is the level of abstraction involved. None the less, BOTH are fleet action games.
