Would that be the same cost for reducing casting time (without more skill penalties) in Effect Shaping styles?

You could probably treat it as such.

Ah. I've been just adding another level to Time for each (so, two levels of Path/Book Adept (Time) to reduce Effect Shaping, and three levels for Energy Accumulating). This is rather more expensive, so I'll have to think about whether I want to do this in my settings. How generally firm is this rule (as in, how unbalancing is it to have the cost at ten points, instead of thirty)?

Keep in mind what you are doing is gaining a bonus to your Path rolls to negate a penalty, so dropping it down is kind of unbalancing. remember, this is for RPM, not Path/Book magic.

It seems it may be 20 for it, which fits nicely with the ops 20 guesstimate

I think I will allow that 'Fast RPM' as an advantage

Actually, upon further reflection (and actually writing the book!), I've come to feel that it shakes out to about 35 points, as I explain in detail here (along with some other power-ups for y'all).
