It seems to be implicit that Fast-Draw of ammunition or arrows is done with the off hand without a -4 off-hand penalty, but I can't find a clear statement about it.
Martial Arts p103 "Fast-draw from odd positions" says you need to use your master hand to draw weapons - but that's weapons, not ammunition. |

Ammo is drawn with your master hand, while the weapon itself is held in the off-hand. Source: the real world.

Hmm. Weird. That would seem to imply an extra 2 Ready actions, or a Quick Swap Perk.

Is that true for handguns, especially when they are shot one-handed? It is for bows and crossbows, and I'll take your word about stocked firearms.

A skill learned with the off-hand suffers no penalty when used that way. For instance Main Gauche is learned with the off hand by default. I would assume fast-draw(ammo) would be the same way.
