Is that true for handguns, especially when they are shot one-handed? It is for bows and crossbows, and I'll take your word about stocked firearms.

As Fred clarified, which hand you use varies between different guns.

A skill learned with the off-hand suffers no penalty when used that way. For instance Main Gauche is learned with the off hand by default. I would assume fast-draw(ammo) would be the same way.
