Reversal of Fortune Scroll card question

Hi all -

So, having purchased two Kill-O-Meters, and now having the ROFS cards, when a game starts, do I make that card one of my 8 in my starting hand or is it a "freebie". I hadn't really thought about it much and we had just laid it on the table and then chosen our 8 cards to start but then realized that might be completely wrong.
