Personally, I'd only round things up at the very end of the process. For example, you've got DR 1 [5] plus DR 1 (-15%) [4.25] plus DR 2 (-35%) [6.5], for a total of [15.75], rounded up to [16]. I'm not certain if that's strictly RAW however.

That would be my preference as well.

It's not usually a problem for DR, because most Limitations and Enhancements are in convenient 20% units, but it can very well be relevant for other levelled advantages.

it is indeed relevant on such most commonly Innate Attack, where it has be ruled, that rounding is the very last step
