You apply modifier as a block to all the levels they apply to not level by level.
However note you can do: Code:
Magery 1 [15] + Magery 2 (One Collage only, -40%) [12] |

it is indeed relevant on such most commonly Innate Attack, where it has be ruled, that rounding is the very last step
