Default Munchkin Apocalypse - Martial Law and Seventh Seal

I know that Paranoid doesn't count for combat bonus with the Seventh Seal ending. However, we have had some debate about Martial Law since it is similar to Paranoid (not an item or one-use) but states it gives a "+5 in each combat." Does it apply when your racing to the "end?"

Also for any future reference, why specifically does Paranoid not apply?

The way I understand it is that you aren't considered to be in combat when the Seventh Seal opens (even if you were fighting something when the Seal opened). You just look at what your total amount of bonuses is. Neither Paranoid nor Martial Law gives you any bonus while you aren't in combat.

In any case, if Martial Law were to count, all the players would share the same bonus from it, so it wouldn't affect the result.
