Lose a Level Question

Ok Guys, Been playing for a bit and lurking here just as long but I had a situation come up in a game that I need clarification on to see if someone (Yes ME) was denied victory erroneously or Munchkinly (Which I do not have a problem with). I was fighting as a lv 9 and kicked open the door to a medium strength monster. After much raining down of enhancers and modifiers and such I barely eeked out the win. But as I went to move my token my "friend" handed me a card as he smiled... and it was a curse "Lose a level" card. I know they can be played at any time (ANY TIME) and in his defense a "reasonable amount of time" had not passed (hit me with it immediately as I called the win). My question is to find out if this is a legal move. Misc. further info: It was my game and I allowed it b/c it was so blasted evil....It was a Star Munchkin game and HE ended up winning the game...
