A sound you have some difficulty (12-) to hear at 2 yards is not 8- to be heard at 32 yards.

Right, that's too small a penalty. Sound drops pretty rapidly from "you'll never miss it" to "you can't possibly hear it".

I'd have to disagree. Hearing a whisper from two yards away gives a +0 to your per roll, which, in turn gives 50% chance. That's not "you'll never miss." Also, it's worth noting that the contrast between background noise and that noise can provide a bonus.

I didn't say it was. I was saying that the range difference between a 16- and a 4- is pretty modest. If I'm in a meeting and in the front row, I have no trouble hearing even if the microphone goes out. In the back row, I won't hear a thing.
