Another example is the end of Bill and Ted's Bogus Journey, in which the heroes finally get to the the San Dimas Battle of the Bands contest and realize... that they are still pretty crappy musicians. So they use the time machine and take the princesses off somewhere where they can do some intense practicing. Moments later they return, Bill and Ted each with long ZZ Top beards and the Princesses each carrying a baby. It evidently took them a while.
So if a PC is going to zap off to a different time in order to learn a new skill, I'd say it would be fair for the GM to think of one or two other things which might have occured to the character during that downtime.
