In any event you can't generally purchase "human sacrifice" only humans. The sacrifice has to be arranged, that's part of the description of Rare. Now I'm willing to accept that there might be settings where people buy and kill slaves to summon demons so regularly that it is both legal and the kind of thing you might accidentally wander through on the way to work but I'm not sure that was what the OP had in mind. It feels like a tiny bit of a leap to me, that's all.
