Equipping/Trading During Someone ELSE'S Combat

Just to clarify...

1. Can I equip/unequip items when it's not my turn? Can I do this when someone ELSE is in combat and I'm not helping them?

2. Can I trade/give away items to other players when I am not in combat and the person I am trading with is not in combat, but a tertiary party IS in combat?
