Cheat card swaps owner?

when a item with the cheat card swaps owner does the cheat card go with it?

No. Cheat! says that if you lose the attached card, you discard Cheat!. Trading your Item or having it stolen are both forms of loss, so both will result in Cheat! being discarded.
