Level 20 Smog (Munchkin Dragons)
A halfling may draw (and use) a treasure when Smog appears. Is this limited to the combat owner? His helper? Any halfling at the table? I'm guessing you have to be involved in the combat, but it would be Munchkinly to draw a one-shot and play it for Smog's side.
