Because some people have wondered why we don't just reprint the booster: it's not that simple.
We've worked out a deal with our printer where we can get them an extra card when we send them a Munchkin game to print (or reprint), and they'll print 5,000 of that card for a nominal fee. (I'm not naming the fee, but it's not very high.) Some of these are used for promo cards, and some are used to create cards to go into the W23 booster. At the end of the year, we collect the cards from that year, print a little insert, and stuff the packages into ziplock baggies. Which means we're limited to 5,000 of each W23 booster. We don't have the option to print multiple cards with each Munchkin set -- it's one card or none. And when we've asked about printing cards on their own, the price has been quite a lot higher, because starting the printing press for a single card doesn't cost much less than starting it for an entire Munchkin set, and the cost doesn't amortize nicely. If we were to reprint a W23 booster, it would be at the expense of a new W23 booster that year and probably a significant number of promo cards as well, and we'd have to be confident we'd sell another 5,000 copies. We aren't. Having said ALL that, it's possible that some cards from out-of-print W23 boosters may end up being used as giveaway promo cards down the road, or may even work their way into new sets. (In fact, some already have.) That seems like a reasonable way to keep some good cards alive.
