While I'm not qualified to give an official ruling, the intent is clear that the Surprised! card is not playable at all during your combats while you wear Surprise-Proof Armor.

Surprised! doesn't really affect the monsters at all; it affects you, and the monsters use this opportunity to escape (with some of your stuff). If you aren't able to be surprised, the monsters can't escape.
