Axe Cop Rules

So, we were playing Axe Cop today and an interesting discussion came up. I had the Surprise-Proof armor (actively worn), and another player threw Surprise at me while I was in a fight. I was under the impression that Surprise couldn't be used on someone with the Surprise-Proof armor, and most of the table agreed with me. The one player though, argued that the armor only protects me, not the monster, therefore the monster should still get away. The armor just stops me from losing an item to surprise.

We took a vote and the "It does nothing at all" faction won, game continued. I'm curious though, is there an official ruling? If I have surprise-proof armor, and I get surprised, does the monster still get away, or does it do nothing at all?
