I run the entire Munchkin line for Steve Jackson Games, and I wrote many of the entries in the FAQ he holds so sacred. If that's not good enough for your friend, it may be time to quit playing Munchkin with him.

I know what I read, but, can you please list another moderators and their opinion on what a cheat is?

Anytime I play with someone like this, I don't play with them again. If it was my game, i don't invite them any more. If it was their game and I liked it, i go buy it myself, then don't invite them.
