I'd just throw that into Bane Brewer, make a technique, and put a big penalty on it. So, say, it's Poisons-5, requires Bane Brewer or the Master Bane Brewer (10 points), and if you make the roll the poison is only poisonous to one person. Blow it, and it's poisonous to no one. Critical failure, and it's poisonous to you.
