Yes, I believe that has been indicated and adhered to. But it's not like Spraying Fire is changing the rcl of the weapon so I continue to not see the issue there.

Except that allowing people to cheese the mechanic because of that reasoning is going to give you worse results than not allowing them to. Neither way makes sense, but one way doesn't make sense and gives sillier results.
