It seems like True Faith is meant to be an 'attack' against 'only X' creatures, instead of those creatures having a weakness (small w). I think, for GMs that want the creature to have the weakness, to make it so the 'attacker' doesn't have to 'buy' True Faith; Power Investiture, Blessed, Reputation all could be the requisite trait for the monster to Dread.

Which means that True Faith clearly has some way of affecting anything, ever. Considering that most extreme Accessibilities for small groups hit past -40% (1% or less of population), we can reverse that, round, and have a simple [30] for a True Faith that affects anyone (making it a 100% enhancement)
