I just realised that I liked the article so much that I actually forgot about my disagreement with the author about the existence of Seduction as a separate Technique to distinguish it from more general-purpose reaction-boosting influences.

Yes, absolutely. I'm sorry if that didn't seem clear -- in GURPS, you can always buy things up from their default unless explicitly told otherwise. So if two groups are closely related, you can spend 4 points to buy off that default penalty completely.

I'm thinking of adapting Martial Arts' Styles-as-Wildcard-Skills mechanics for use with the Civil Arts.

I don't see any obvious reason you shouldn't do so. The main thing is just to buy the prerequisite advantages for the cinematic social skills and techniques.
