Wild abilities aren't part of a Power. They lack both a Source and a Focus. They don't get any benefit from Power Talents, and aren't subject to Beneficial and Limiting Options (so they can't use Abilities by Default, and so on). A "Cosmic" Power does have a Source and Focus, does get to have special rules that define it as different from other Powers, and so on.
