What I'm shooting for is; how can I make an ability that has No Roll Required (or any other cosmic, like Irresistible) without making it Cosmic? This is where I am confused.

An example of 'physics works differently', going from a setting where magic is powers to a world where magic is strictly skills, and you must have completely different knowledge of how it works to use it, someone with Cosmic PM on an ability (and Magical) could use it in the new world, still subject to magical limitations. This would even apply in reverse, if a wizard had Cosmic on their Magery (probably the 300% version though).

Give it Cosmic: No Die Roll Required. Do not give it a Cosmic Power Modifier.

In a setting where I'm allowed to have NRR and Cosmic PM, I would like to get NRR, without the Cosmic. Do I not save points by doing so? Am I just making my power worse without any compensation?

No, you don't get any compensation for not taking the free lunch. If you did, it wouldn't be a free lunch!

You just ignore the word 'cosmic', as it does not actually mean 'cosmic'. It's a horrible name, the advantage should really be named 'rules exemption' or something similar, it has absolutely nothing to do with the cosmic power source.

Also correct.

Cosmic (_insert utility effect here_), +50% gives you Cosmic PM, +50%, for free. _insert utility effect here_ is worth +50% regardless of whether you accept the free Cosmic PM or not.

Incorrect. It gives you Cosmic PM, +0%, for free. Any power that lacks a power-source modifier is Cosmic.
