In a setting where I'm allowed to have NRR and Cosmic PM, I would like to get NRR, without the Cosmic. Do I not save points by doing so? Am I just making my power worse without any compensation?

You just ignore the word 'cosmic', as it does not actually mean 'cosmic'. It's a horrible name, the advantage should really be named 'rules exemption' or something similar, it has absolutely nothing to do with the cosmic power source.
