Target occasionally does temporary price cuts, either in one store because of oversupply, or across the board as a short-term incentivizing measure. It's not especially noteworthy.

I'd actually be perfectly okay with 56-card expansions at $11.99 or $12.99, honestly.
Don't get me wrong, 112-card expansions are great. But with Munchkin 9 being in the works, plus the presupposition that Pathfinder 2 will be coming quickly, I personally think 56 is a little more manageable for a lot of players (myself included). 56 works well with Cthulhu, adding flavor without completely diluting the cards from the base set, and the lower price is more economically feasible. I honestly don't see why that model wouldn't work with the more-popular sets (not that Cthulhu is unpopular - it's no.6 after all) like Zombies, Apocalypse, Fantasy, and soon - based on excitement in the forums - Pathfinder. I mean, personally, if I saw Munchkin 9 and/or Pathfinder 2 as 56-card expansions with $12.99 price tags, I'd still pick them up in a heartbeat - they'd still be expansions for games I like, and they're still cheaper than $19.99. I doubt anyone else would be up and arms, either, really.

My local gamestore has never sold a copy of any munchkin base set for more than $20.00

Nothing requires stores to charge the printed price. Charging over that happen with Magic products all the time. It's frowned upon by us consumers, but is still at the discretion of the retailers. There's a store near me that usually charges under the printed price on games, it's quite nice :)

A lot of it comes from their distributors, their location, etc.
My favorite store, for example, charges full price for basically everything; then again, the store owner doesn't own the building (only rents), and the store is in the County Seat, so everything is expensive there. However, he never OVER charges, even when (for example) a special Magic the Gathering set comes out that every OTHER store in a general 50-mile radius charges 200-300% its ESRP. No-one complains because the store is great, he doesn't jack up prices like everyone else for certain things, he and his employees are awesome, and we all realize the town as a whole is expensive, so that's that.
