"Each other player" means what exactly?

Munchkin Join Date: Feb 2013 Location: California	"Each other player" means what exactly? I want to be clear on the phrase "each other player" since it appears on many cards. Does this basically mean "all" players not in combat? Does it mean select players in the game?
