The rules strictly state that you must "kill" a monster in order to win the game. If you're level 9, and you play a GUAL card, do you go to Level 10 without winning the game? Can you go past Level 9 without winning just to have more power?

No. The rules say you can't get the winning Level without killing a Monster, not that you can go to Level 10 (or beyond), but not win.

Also, it's been ruled that you're not even allowed to play a GUAL on yourself (or someone else) at Level 9, even if the GUAL has other effects.

Adding to this, though. If I'm level 8 and in combat with a monster, can I play a GUAL card on myself and then beat the monster 2.6 seconds later for the winning level?

Yes, but remember the 2.6-seconds thing is a joke. It just means you need to give the other players a chance to stop you.

Yeah, we always finish combat and say "Alright, anyone going to try to stop me? Anyone?" And if people are taking too long to debate we'll usually count, "1...2..point 6-DONE."
