I think you could use it to power a Hung spell and would think for a campaign with this a few variants would exist.
Either one that lets you draw upon a battery when casting or to fill a pool you can tap when casting.
And while were at it a variant of the Ley line spells that draw more power too.
The ones in Urban Magic are pretty anemic.
That fits most settings but something like the Gryphon series where a Ley line tap can kill you should be possible as well.
Just for different settings.

I would say either way with Spirit Assisted. They could count as extra like assistants or they could require concious effort at the end and thus be limited.
Threshold would typically be treated like an ER in my opinion and allowed but I doubt two thresholds would fit most settings.
