Today I was engaged in yet another game of Munchkin and during a combat a player changed his race and class. Are these actions legal?

As long as it was that player's turn (i.e., he wasn't helping someone else) then yes, it is legal. The rules say you can discard a Race or Class card at any time on any turn (in the Character Stats section) and that you can play a Race or Class card at any time on your turn or immediately when you acquire it (in the When to Play section). Combat during your own turn satisfies both conditions.
