Character Creation

At the beginning of the game does each player create their initial character only at the beginning of their own turn or is there an opportunity before the first player takes his first turn for everyone to play all of the race, class, and item cards they want?

We've been letting all of the players dump their hands into play before the first door gets kicked down but I just saw a clip of TableTop where they followed turn order to create their characters.
